LOCAL LAW NO. 1 -1987
Use of Village Parks and Recreation Areas
BE IT ENACTED, by the Board of Trustees of the Village of Cayuga as follows:
Section I: Disorderly Conduct
- No person shall disobey an order of a park patrolman, trustee, caretaker, state trooper, sheriff or his deputy, local policeman, or constable, when such officials are engaged in enforcing state or local laws or the rules and regulations of this Board, or use threatening, abusive or insulting language to such officials. No person shall injure, steal or molest park property, including flowers, plants, shrubs and trees, or do any obscene act, throw stones or missiles, obstruct roads, walks or docks, set off fireworks of any nature, engage in brawls or fights, annoy or assault other persons, be under the influence of intoxicants, throw or deposit bottles, glass cans, garbage, refuse or litter in any place except the receptacles provided for that purpose. No person shall do any other act that may be a source of danger to park property or annoyance and interference with the public using the park.
- No person shall refuse to obey any reasonable instruction or
order given by an official employee of the Village Board when such instruction or order is for the purpose of protecting the health and safety of park visitors or of the person himself, and any such refusal shall be cause for arrest.
Section II: Hunting, Fishing and Firearms
No person shall carry or have in his possession any gun, ammunition, or explosives, including fireworks, within the park area. Fishing in park and swimming areas will also be prohibited.
Section III: Fire Danger
No person shall start or maintain a fire except in the fireplace provided for that purpose or at places especially indicated by the official in charge of the park, and all fires shall be continuously under the care of a competent person. This does not exclude the use of privately owned metal grills within the picnic area.
Section IV: Bathing
Bathing is prohibited in waters not specifically designated as bathing area and protected by lifeguard service. Bathing after the hour of darkness is likewise prohibited. Bathing without proper bathing suits, or undressing and dressing in public view is also prohibited.
Section V: Meetings, Exhibitions, Parades, Racing, Etc.
- No person shall erect any structures, stand or platform, hold any meeting perform any ceremony, make a speech, address or harangue; exhibit or distribute any sign, placard, notice, declaration or appeal of any kind or description; exhibit any dramatic performance or the performance in whole or in part of any interlude, tragedy, comedy, opera, ballet, play, farce, minstrelsy, dancing, entertainment, motion picture, public fair, circus, juggling, rope walking or any other acrobatics or show of any kind or nature; or run or race any horse, or other animal, or, being; in or on a vehicle, race with another vehicle or horse, whether such race be founded on any stake, bet or otherwise except by written or oral permission by the Village Board.
- No parade, drill, or maneuver of any kind shall be conducted,
nor shall any procession form for parade or proceed in the park without the written or oral permission of the Village Board.
Section VI: Lost or Found Articles
Any person finding or taking possession of any personal property of which such person is not the owner, shall deliver the same to the park police or other duly lawful officer.
Section VII: Traffic Infractions
- No vehicle shall be parked in any place except duly designated parking areas, or in excess of the posted time limits. Parking must also be in accordance with the instructions of the park officials in charge of such parking areas.
- Every driver of a vehicle operated on a park road, or parking, area, shall comply with instructions conveyed by any stop, slow, speed caution, movement alignment, exclusion, restriction, parking or other regulation sign, signal or marking established or maintained by Village Board.
- No recreational vehicles are allowed at parks, recreational areas, or on Village property.
Section VIII: Opening and Closing Hours
The park shall be opened May 15 to October 15 from 8:00 AM to 8:00 PM, except for special events. No person or vehicle shall enter or remain in the park, or any part thereof, when it is officially closed, for any reason.
Section IX: Animals
No person shall permit any animal owned by him in said park.
Section X: Penalties for Violations
Notwithstanding any inconsistent provisions, the violation of any ordinance shall be an offense punishable by a fine or not exceeding one hundred dollars or by imprisonment for not exceeding thirty days or by both such fine and imprisonment.
Section XI: The Local Law shall take effect immediately.
