Project Background

The Village owns and operates a sewer collection system that currently discharges to two existing lagoons. The lagoon system has both operation and permit compliance issues, including the inability to provide treatment levels at today’s standards. SPDES Permit Violations for several years has led to NYS DEC issuing a 2008 Consent Order, which required Village Plant improvements/replacement to bring the facility into consistent compliance.

The Village has partnered with the Town to create a new Joint Sewer Collection and Treatment system, which will provide public sewer service to over 3.8 miles of Cayuga Lake water front, and 0.8 miles along the Seneca River.

This joint project will satisfy NYS DEC concerns with the current treatment system and improve the current and future water quality of Cayuga Lake and Seneca River.

Environmental Concerns

Project survey work for the environmental review of the Joint Project has identified special environmental concerns for the project. The WWTP site has Federally regulated wetlands located on it. The project area also includes Indiana Bat and Bals Eagle habitats, which are both listed on the New York State's Endangered, Threateneed and Special Concern Species List. This project is located in an archeologically sensitive area. The Village has hired an archiologist to survey the project area, including the proposed WWTP site, to identify any potential impacts on archological or cultural resources. The result of the survey work are summarized in Phase 1A and 1B reports available for review at the Village office. Furtherwork, a Phase 2 study, will be required to evaluate artifacts located at the WWTP site.
