This regular meeting of the Scipio Town Board was called to order at 7:32 pm by Town Supervisor Chuck Howell with the following present:

MOTION: To accept the minutes of the August 8, 2001 regular meeting as written. (Goodnough/Buckhout). All in favor.
Supervisor Howell welcomed Guests Lloyd & Linda Tratt, who requested assistance in expediting their application for a zoning variance. The Zoning Board of Appeals has scheduled a hearing for September 26, 2001. It was suggested they contact the Chair of Zoning Board of Appeals.

Letter from Attorney Baier regarding violations at the Howland
House
MOTION: To direct Code Enforcement Officer
Fred Delaney to inspect the Howland House and document all violations, and to
direct Attorney Jim Baier to prepare formal notice of violation to be served
upon the owner, allowing 90 days to correct the violations. (Goodnough/Whitten). All in favor.
OLD BUSINESS:
Code Enforcement Officer Fred Delaney reported that he has sent out notices of violation to those not in compliance, allowing 45 days to correct the violations. Construction of the Highway Garage is progressing. There was discussion regarding the size and location of the fan for the ventilation system, and the water pump and line connection. Chuck Howell will contact Engineer Chuck Weeks to discuss the fan.
MOTION: To install a new pump and tank at the new building. (Whitten/Goodnough). All in favor.
MOTION: To authorize Highway Superintendent Ron Walter to get estimates and arrange for purchase and installation of the new pump and tank. (Howell/Rury). All in favor.
HIGHWAY SUPERINTENDENT’S REPORT: Superintendent Walter reported that mowing roadsides, oiling and chipping the roads continues, and the new drain lines have been laid for the new highway garage.
NEW BUSINESS:
MOTION: To appoint the following for a term of one year ending September 4, 2002:
Voting Machine Technician Lawrence Reynolds
Election Inspectors: Eleanor Conran, Marion Hammond,
Cathy Komarisky, Janet Shea
Barbara Tuft, Dawn DeVaul,
Helen Hoffman, Janet Buckhout Margery Connell, Joan Muldoon
(Howell/Whitten). All in favor.
MOTION: That the Town no longer accept scrap metal. (Buckhout/Howell).
All in favor.
An assistant will be needed for Clean Up Day scheduled for Saturday October 13th. Anyone
interested should contact Supervisor Chuck Howell.
MOTION: To appoint Scott Snyder as Assessor for a term of six years from
October 1, 2001 to September 30, 2007 at a rate of $10 per parcel,
to provide services according to the job description.
(Howell/Buckhout). All in favor.
There was discussion regarding use of the current Town Office Building, such as modification of furnace, some rewiring, and possibility of partitioning off the first bay for storage.
MOTION: To authorize Ron Walter to get prices on heating modifications.
(Howell/Whitten). All in favor.
MOTION: To accept the Supervisor’s Reports for July 2001. (Goodnough/Whitten).
All in favor.
MOTION: To install 60 amp emergency panel for the new Highway Garage contingent upon approval of Engineer Weeks.
(Howell/Whitten). All in favor.
MOTION: To accept and approve the following bills for payment from the audited
vouchers. (Goodnough/Buckhout). All in favor.
General: Vouchers # 145-156 $ 2,852.74 Highway: Vouchers # 71-75 1,018.91

Total: $ 7,926.86
Budget Officer Howell reported that any budget change proposals for 2002 need to be submitted by September 15, 2001. Next regular meeting is scheduled for Wednesday October 10, 2001 at 7:30 pm at the Town Barn.
