This regular meeting of the Scipio Town Board was called to order at 8:03 pm by Town Supervisor Chuck Howell with the following present:

GUESTS: Rob Jetty requested the town’s authorization to clean up property in Sherwood.  Discussion followed regarding procedure for contacting the owner of the property.   Russ Wilson requested information regarding obtaining a zoning variance for his fence construction business. Jim Baier reported that the ZBA has determined that the building permit revoked in March 2002 should be reinstated.

 

MOTION:                   To accept the minutes of the September 11, 2002 Regular Meeting

                                    as written. (Goodnough/Rury).  All in favor.

 

COMMUNICATIONS:

a.                   Fall Clean Up Day is 10-12-02

b.                  Rabies Clinic is 10-19-02

c.                   PSC is going to review NYSEG’s billing practices re: street lighting

d.                  Roundtable meeting on Local Government Reform

e.                   Rich Harrison re: Assessments & equalization rates

f.                    Letter from Emerson Foundation

g.                   High Definition aerial photos from Cayuga County Real Property Services

h.                   The clerk was requested to send a letter from the town and the town board thanking Phil & Janet Buckhout for their work in cleaning and painting.

 

OLD BUSINESS: Everyone expressed appreciation for all the work done by Phil & Janet

Buckhout.  There was discussion regarding work still to do.

 

HIGHWAY SUPERINTENDENT’S REPORT:  Ron Walter reported that maintenance work on

the town roads continues.  An email was received from the residents of Fire Lane 20 expressing

appreciation for the repairs done to the top of the road.

 

SUPERVISOR’S REPORTS:

MOTION:                   To approve the Supervisor’s Reports for August 2002.  (Goodnough/Rury).  All in favor.         

 

NEW BUSINESS: 

RESOLUTION:           To make the following budget transfers:

                                     DA5130.4 to DA5130.2 for $6,920.00

                                    A1620.44 to A1620.4 for $3,100.00

                                    A1620.44 to A1620.2 for $900.00

                                    A1990.4 to A1620.2 for $5,000.00

                                    A1010.4 to A1620.43 for $144.30

                                    A1315.4 to A1620.43 for $100.00

                                    Ayes: Charles Howell, Gary Goodnough, Gregory Rury.    Noes: None

 

MOTION:                   To schedule a meeting Tuesday October 15, 2002 at 7:30 pm to review the

tentative 2003 budget, and to schedule a Public Budget Hearing for November 6th  at 7:30 pm with the regular Town Board meeting to follow. (date changed from 11-13 at meeting held October 15th)  (Howell/Rury).  All in favor.

 

MOTION:                   To reappoint Susan Jayne to the Board of Assessment Review.

                                    (Howell/Rury). All in favor.

 

There was a brief discussion regarding hiring someone to clean the town office on a regular basis.

 

MOTION:                   To accept and approve the following vouchers for payment:      

                                                            General:                        Vouchers #   185-202  $      3,946.62                                                                          Highway:                      Vouchers #    74-79          38,999.54

                                                            Building Project            Vouchers #      6-9                  974.25

                                                                                                Total:                            $    43,920.41

The next regular town board meeting is scheduled for Wednesday November 6, 2002 at 7:30 pm, preceded by the Public Budget Hearing.
