This special meeting of the Scipio Town Board was called to order at 7:34 pm by Town Supervisor Chuck Howell with the following present:

 

Supervisor: Chuck Howell

Council Members:            Phil Buckhout

                                    Gary Goodnough

                                    Greg Rury

Clerk:                           Judith Rowlands

 

Absent: Gary Whitten

 

Supervisor Howell announced that the purpose of the meeting was to review the tentative budget for 2003.

 

MOTION:                   To waive reviewing the minutes of the previous meeting. (Howell/Goodnough). 

                                    All in favor.

 

The board reviewed and discussed the tentative budget.    Budget Officer Howell reported that health insurance

premiums are expected to increase by 25 %.   The clerk was requested to notify by letter the retired employees

paying for coverage. 

 

Now that there is appropriate space to store records, it was decided to move the town registrar and historian

records to the town barn by January 1, 2003.  The clerk was requested to notify the town Historian/Registrar

by letter.

 

There was discussion of ideas on ways to improve procedures on Clean-Up days in the future.  There was

discussion about treatment of the floor in the town office and storage rooms.  Phil Buckhout was authorized to

get prices on floor coverings. 

 

RESOLUTION:            To approve the revised tentative 2003 budget as the Preliminary 2003 Budget. (Goodnough/Buckhout).  All in favor.

 

MOTION:                   To change the Public Budget Hearing date to November 6th  at 7:30 pm,

                                    with the regular Town Board meeting to follow  (Howell/Goodnough).  All in favor.

 

MOTION:                   To adjourn the meeting at 9:05 pm. (Goodnough/Rury).  All in favor.

 

The next regular town board meeting is scheduled for Wednesday November 6, 2002, following the Public Budget Hearing at 7:30 pm.
