December 11, 2002

 

            This regular meeting was called to order at 7:30 pm by Town Supervisor Chuck Howell with the following present:

MOTION:                   To accept the minutes of the Budget Hearing and the previous meeting on Nov. 6, 2002.  (Buckhout/Whitten) All in favor.

 

GUESTS: There was discussion regarding Judge Fandrich’s reversal of the ZBA’s reinstatement

of McCall’s building permit.  Attorney Baier reported that the McCalls have appealed to a court

in Rochester.  It was decided that the Town’s responsibility has come to an end.

 

COMMUNICATIONS:

a.       Mortgage tax received $15,301.

b.      County Senior Citizen Limits changes.  Supervisor Howell with consult with Town Assessor Scott Snyder re the effect to the town’s revenue.

c.       Dec. 17th 7 to 9 pm Planning Board special meeting re computer mapping

d.      Stormwater Phase II Regulations – after March 10, 2003 construction activities that disturb 1 acre or more of land will be regulated.  Town Clerk will post and make copies for the public.

 

OLD BUSINESS:  The year-end Board meeting will be Dec. 26, 2002 at 7:00 pm followed by a

snack-to-share get together for all town officials and their spouses.   Estimates on repairing

and/or replacing the roof were discussed. 

 

HIGHWAY SUPERINTENDENT’S REPORT:   The month’s activities include routine

maintenance of the roads, parts runs, and responding to the weather.

 

NEW BUSINESS:  Phil Buckhout reported that a bus will be going to NYC for the Assn of Towns meeting if anyone in interested.   There was discussion regarding some problems with the heating system; Phil agreed to check back with E & V. The floor in the town office has been installed by Dave Komarisky, sealed, waxed, buffed by Phil & Janet Buckhout.  The Board expressed many thanks to Phil and Janet for all their work. 

 

SUPERVISOR’S REPORTS:  Supervisor Howell distributed copies of the Superintendent’s

reports for September 2002 and October 2002 to the board.

 

MOTION:                   To authorize Supervisor Howell to purchase a storage rack for the Historian’s records, a worktable, and 6 office chairs, checking for the best price.  (Buckhout/Whitten).  All in favor.

 


It was agreed to make any budget transfers at the December 26th meeting, and to audit the

bookkeeper’s, justices’, and clerk’s books prior to the January  8, 2003 meeting.           

 

MOTION:                   To accept and approve the following vouchers for payment:

MOTION:                   To hire Janet Buckhout to clean the town building once a month at $20.00

                                    per hour.  (Howell/Whitten).  Ayes: Howell, Whitten, Goodnough, Rury.

                                    Abstained: Phil Buckhout

 

MOTION:                   To adjourn the meeting at 8:48 pm. All in favor.

 

The next regular town board meeting is scheduled for Thursday December 26, 2002 at 7:00 pm, followed by the year-end holiday get-together.

Chuck -  I had a chance to talk with Scott Snyer, so I asked him about the impact on the town of the new County exemption limits.  He said:

 

            Currently 13 aged county/town/school exemptions

            Total exemption amount $296,109.00   -  less than ½ of 1% of total

            Estimates only a few more eligible with revised limitations.

 

            Very minimal impact.
