This regular meeting was called to order at 7:40 pm by Town Supervisor Chuck Howell with the following present:

MOTION: To accept the minutes of the November 5, 2003 meeting, with one clarification on page 138: change the word “Checking” to Building Reserve” and the word “Savings” to “Capital Projects”.
(Whitten/Rury). All in favor.
WELCOME GUESTS:
Town Supervisor Chuck Howell welcomed the guests, and opened the floor for any issues they wished to raise. There were none.
COMMUNICATIONS:
a. Supervisor Howell reported that Assessor Scott Snyder was unable to come to this
meeting. It was decided to ask that he attend the January 14th regular meeting.
b. Senator Schumer re: unclaimed IRS refunds – contact www.schumer.senate.gov
c. Received Court fees of $9035.00 for September quarter.
d. Cayuga County Homesite Development Corp. has $300,000 available for home
improvements for low-income residents – contact www.homsite.org
e. Trade-A-Tree program to encourage recycling & replanting. Call 252-4171 ext. 3
f. Final Health Insurance rates for 2004 are $383.00 per month single and
$893.00 per month family plan (about 33% increase)
g. Letter received 11-13-2003 from County Treasurer re: an audit that shows an
underpayment of health insurance for 2001 ($9504.39), 2002 ($4679.61) and
2003 (incomplete at this time). Supervisor Howell reported that Legislator
George Fearon is attending a meeting tonight, and will try to obtain more
information about this situation.
OLD BUSINESS:
There was a brief discussion concerning a computer for the Assessor and Supervisor.
HIGHWAY SUPERINTENDENT: Ron Walter gave a verbal report - road maintenance and
snow plowing continue. Attorney Baier is in the process of checking on the feasibility of putting
a stop sign on Scipio Fleming Town Line Road at the Cork Street intersection.
NEW
BUSINESS:
MOTION: To approve signing contract with Fingerlakes Dog Protection Agency. (Howell/Rury). All in favor.
MOTION: To approve the audit Books of the Supervisor, Town Clerk, and Justice Brian Dugan. (Rury/Whitten). All in favor.
Supervisor Howell reported that Justices Brian and Jill Dugan have requested that they be added
to the State Retirement system including retroactive contributions.
MOTION: To accept the Supervisor’s Monthly Reports for October 2003.
(Goodnough/Buckhout). All in favor.
RESOLUTION: To transfer $2863.00 from DA9060.8 to DA9010.8.
(Howell/Goodnough). All in favor.
MOTION: To accept and approve the following vouchers for payment:
General: Vouchers # 218-235 $ 3,457.42 Highway: Vouchers # 91-97 15,139.95 Total: $ 18,597.37
(Goodnough/Whitten) All in favor.
MOTION: To adjourn the meeting at 8:53 pm. (GoodnoughWhitten). All in favor.
The year-end town board meeting and Holiday Get-together is scheduled for 7:30 pm on Tuesday December 30, 2003. The next regular meeting will be held at 7:30 pm on
Wednesday January 14, 2004.
