This regular meeting was called to order at 7:30 pm by Town Supervisor Chuck Howell with the following present:

MOTION: To accept the minutes of the December 30, 2003 meeting, with one adjustment to the budget modifications on page 141: Total is $23,137.00 not 23,134.00.

WELCOME GUESTS: Town Supervisor Chuck Howell welcomed the guests. Historian Sandie Gilliland reviewed for the Board the grant application she is submitting to provide supplies to store and display the town’s historical records.
COMMUNICATIONS: Supervisor Howell reported that the Farmland Protection grant project submitted for funding was not selected.
OLD BUSINESS: Jim Baier reviewed some of the legal requirements for putting up a stop sign on Scipio-Fleming Town Line Road. It was decided to proceed with plans. There was discussion about problems with notification of dates of assessment review hearings. Attorney Baier is making efforts to resolve this problem.
HIGHWAY SUPERINTENDENT: Ron Walter reported that the sander for the pick-up needs replacing.
MOTION: To replace the sander for $2650.00. (Rury/Goodnough). All in favor.

temporary assignment of judges. (Howell/Whitten). All in favor.
Council member Gary Goodnough expressed disapproval of the county legislators’ excessive raising of taxes, and recommended publishing lists of those who attend committee meetings. He encouraged sending letters to our representatives in Albany to express our concerns.
MOTION: To accept the Supervisor’s Monthly Reports for November 2003.

MOTION: To approve disposing of records according to Records Management
Officer’s Report. (Howell/Goodnough). All in favor.
MOTION: To accept and approve the following vouchers for payment:
