This regular meeting was called to order at 7:35 pm by Town Supervisor Chuck Howell with the following present:

MOTION: To accept the minutes of the February 11, 2004 meeting as written. (Buckhout/Goodnough). All in favor.
RECOGNIZE VISITORS: Town Supervisor Chuck Howell welcomed the guests.
COMMUNICATIONS:
a. Meeting at Ledyard re possibility of Annual Reassessment 2-26-04
b. Cayuga County Association of Villages Dinner meeting regarding delayed billing of Health
Insurance premiums by County
c. Town Board meeting with School Board May 5th – change date of regular Town Board meeting
from May 12 to May 5. Any questions for the Superintendent of Schools Peter Cardamone may
be submitted to him a few weeks before the meeting.
d. Invitation from Hazard Library to Annual meeting Saturday April 3, 2004
e. E & V Energy information regarding furnace service contract – Supervisor Howell will check on
the warranty information prior to the next meeting.
f. Free training sessions are being offered by Cayuga County Planning Board:
on March 31 from 7-9 pm for Planning Board members, and on April 15 from 7-9 pm for members of the Zoning Board of Appeals. These sessions are free and open to the public.
g. The Cayuga County Veterans Service Agency is searching for eligible veterans entitled to
receive medals for their service to their country. Call 253-1281 for more information.
OLD BUSINESS:
a. Attorney Baier reported that Fleming Supervisor has approved putting as stop sign on Town Line Road at Cork Street, and the paperwork is in process.
b. Health Insurance coverage with the new agent will begin in April, with a savings of approximately $100 per person per month.
c. Vacancy on Town Board of Assessment Review – anyone interested or with a recommendation,
please contact Town Supervisor Chuck Howell 364-5740 or scipio@cayuganet.org.
RESOLUTION: To increase Highway Superintendent’s annual salary by $2000.00, reflecting approximate savings to the town by his transferring out of the town’s health insurance program. (Buckhout/Howell). Ayes: Buckhout, Goodnough, Howell, Whitten. Nays: None.
MOTION: To renew assessor contract
with Ledyard for the remaining five years of the original agreement. (Howell/Goodnough). Ayes: Buckhout, Goodnough, Howell. Nay: Whitten.
There
was brief discussion regarding the communications problems with Assessment
Small Claims Hearings.
Attorney Baier has made efforts to ensure that notices are sent in a timely manner to the Town Clerk, who will
send copies to the assessor and follow up to verify his receipt of the information.
HIGHWAY SUPERINTENDENT: Ron Walter reported that the Highway Department has been busy with
snow removal and cleaning up. Efforts to clear the septic line have been unsuccessful.
NEW
BUSINESS:
a. Rabies Clinic has been scheduled for Saturday May 15th from 1 to 3 pm
b. The Board scheduled a Clean Up Day for Saturday May 8th from 10 am to 4 pm.
This is for Scipio residents only, and sign-in will be required. The roll-off is only for items
too large to be bagged. Household trash is to be bagged and tagged as usual.
The Scrap Metal roll-off is for metal only. The town cannot accept refrigerators, freezers, mattresses, tires, batteries, or truckloads of construction debris.
c. Supervisor Howell reported that he met with Appleton Disposal, and was told that they will make an effort to give better service.
MOTION: To accept the Supervisor’s Monthly Reports for January 2004.

MOTION: To accept and approve the following vouchers for payment:
General: Vouchers # 37-59 $ 3,908.73 Highway: Vouchers # 8-13 4,806.10 Total: $ 8,714.83

MOTION: To adjourn the meeting at 8:33 pm. (Buckhout/Howell). All in favor.
The next regular meeting will be held at 7:30 pm on Wednesday April 14, 2004. The May meeting will be
on May 5th, not the 12th.
