This regular meeting was called to order at 7:35 pm by Town Supervisor Chuck Howell with the following present:

MOTION: To accept the minutes of the March 10, 2004 meeting as written. (Buckhout/Goodnough). All in favor.
RECOGNIZE VISITORS: Town Supervisor Chuck Howell welcomed the guests. Legislator Fearon reported that a bill affecting regulations on building is in the NYS Assembly. Attorney Baier presented proposed ordinance entitled: “Ordinance Authorizing The Installation And Maintenance Of Regulatory Interestion Traffic Control And Warning Signs At Intersection Of Cork Street And Scipio/Fleming Town Line Road.”
RESOLUTION: That a public hearing shall be held on proposed intersection traffic control and
warning sign ordinance before the Town Board on May 5, 2004 at 7:15 pm at the
Town Office, in the Town of Scipio, New York, and at least ten (10) days notice of
said hearing shall be given by publishing the same at least once in the official
newspaper of the Town of Scipio. (Howell/Whitten). All in favor.
COMMUNICATIONS:
a. Recycling propane cylinders and home electronics for Earth Day May 1st
sponsored by Cayuga County.
b. Town Board meeting with School Administration May 5th
c. Letter from Attorney Baier and Supreme Court Clerk regarding improving SCAR
communications
d. Letter reporting trash near Fire Lane 25.
OLD BUSINESS:
a. Vacancy on Board of Assessment Review. Anyone with an interest may contact
Supervisor Howell.
HIGHWAY SUPERINTENDENT: Supervisor Howell reported that the application for FEMA compensation for snow removal costs has been completed.
NEW
BUSINESS:
a. Appleton Disposal’s service continues to be less than satisfactory, and the Supervisor has looked into other options. It was decided to stay with Appleton until July first and reevaluate the situation at that time.
b. There was discussion regarding a pay rate change for those covered by the town health insurance policy. The matter was tabled.
MOTION: To accept the Supervisor’s Monthly Reports for February 2004.

MOTION: To accept and approve the following vouchers for payment:
General: Vouchers # 60-77 $ 6,216.92
Highway: Vouchers # 14-21 10,554.52
Total: $ 16,771.44

MOTION: To adjourn the meeting at 8:31 pm. (Buckhout/Rury). All in favor.
The next regular meeting will be held at 7:30 pm on Wednesday May 5th, 2004, following the public hearing on the Fleming/Scipio Town Line Road stop signs. The agenda will include a presentation from the School Administration. Clean Up Day is Saturday May 8th from 10 am to 4 pm, and a Rabies Clinic will be held May 15th from 1 to 3 pm.
