This regular meeting was called to order at 7:34 pm by Supervisor Chuck
Howell with the following present:

MOTION: To accept the minutes of the March 9, 2005 regular meeting as written.
(Goodnough/Whitten). All in favor.
Supervisor Howell welcomed the visitors. Bruce Hatfield, Chair of the Planning Board, presented
a proposed local ordinance regulating the permitted use of small wind turbines. He described the
Planning Board’s steps in preparing the proposed law. The Town Board expressed
appreciation for the research and efforts of the Planning Board.
RESOLUTION: That a public hearing shall be held on the proposed Local Law 1 of 2005
regulating the permitted use of small wind turbines at 7:15 pm May 4th, 2005
here at the Town Office Building. (Howell/Rury). All in favor.
Ayes: Charles Howell, Gary Whitten, Phil Buckhout, Gary Goodnough,
Gregory Rury. Noes: None
RESOLUTION: That submission of application for Justice Court Assistance Act
Grant be authorized. (Whitten/Goodnough). All in favor.
Ayes: Phil Buckhout, Charles Howell, Gary Whitten, Gary Goodnough,
Gregory Rury. Noes: None
MOTION: To approve participation in the E-Farm program for Allen Farms.
(Howell/Whitten). All in favor.
COMMUNICATIONS:
a. Some towns and county are looking into forming a Power Authority
b. Upcoming events:
Clean Up Day April 30
Public Hearing on proposed wind turbine law 7:15 pm May 4th
School Board presentation & regular board meeting 7:30 pm May 4th
Rabies Clinic May 14th 1-3 pm
c. George Fearon shared about unequal taxation of businesses.
OLD BUSINESS: There was discussion about an employee retirement benefit policy.
HIGHWAY SUPERINTENDENT’S REPORT: Ron reported that there is some washing out on Healy
Road. There was discussion about the possibility of legally abandoning a portion of the road.
MOTION: To approve contract with Finger Lakes Dog Service.
(Howell/Buckhout). All in favor.
MOTION: To approve the Supervisor’s Monthly Reports for February 2005.
(Goodnough/Whitten). All in favor.
MOTION: To accept and approve the following vouchers for payment:
General: Vouchers # 53-76 $28,133.03
Highway: Vouchers # 27-32 27,071.69
TOTAL 55,204.72
(Goodnough/Buckhout). All in favor.
MOTION: To adjourn the meeting at 9:05 pm. (Buckhout/Rury). All in favor.
The next regular Town Board meeting is scheduled for Wednesday May 4, 2005 at 7:30 pm, and will include a presentation by the School Board. Prior to the meeting a public hearing will be held at 7:15 pm regarding a proposed town ordinance on regulating permitted use of small wind turbines.
