This regular meeting was called to order at 7:35 pm by Supervisor Chuck Howell with the following present:

MOTION:                   To accept the minutes of the February 8, 2006 meeting as written.

                                    (Goodnough/Buckhout).   All in favor.

 

Supervisor Howell welcomed guests.  Darrell Carter recommended that the Board write a letter

to the Bureau of Indian Affairs opposing the Indian Land Trust.  The Board confirmed that Scipio

has withdrawn from the Coordinated Assessment Program with the Town of Ledyard.

 

MOTION:                   To write a letter to the Bureau of Indian Affairs opposing the Indian Land Trust.

                                    (Howell/Buckhout).  All in favor.

 

COMMUNICATIONS:

a.            Court fees received $1662.50.

b.            Report from Historian Sandie Gilliland re Howland Stone Store meeting.

c.            Empire State Forest Products Association letter regarding logging ordinances.  This was referred to the Planning Board.

d.            Assemblyman Brian Kolb will be here 3-18-2006 at 10:00 am.

e.            Voting machine display at Board of Election rescheduled to 3-24 10 am – 7:30 pm.

f.            Spring Town newsletter deadline April 12th .

g.            Insurance refund received from prior carrier.

h.            County Historian meeting minutes were distributed.

i.            Town Law Manuals were distributed.

 

OLD BUSINESS:   None.

 

HIGHWAY SUPRINTENDENT:  There was a brief discussion on health insurance benefits for

retirees. 

 

MOTION:                   To set Spring Clean-Up day for May 13th with the same procedures:

                                    10 am -  4 pm  for Scipio residents only; sign in required.

                                    The special bins are only for items too large to be bagged. 

                        The Scrap Metal roll-off is for metal only.  No refrigerators, freezers, mattresses, tires, batteries or truckloads of construction debris.

              Household trash is to be bagged and tagged as usual.

MOTION:                   To approve the Supervisor’s Monthly Reports for January 2006.

                                    (Goodnough/Rury).  All in favor.

                                               

MOTION:                   To approve use of  the “Deed of Gift” form submitted by Town Historian Sandie Gilliland. (Howell/Buckhout).  All in favor.


 

MOTION:                               To accept and approve the following vouchers for payment:         

                                    General:   Vouchers #   32-47               $  7,269.08

                                    Highway:  Vouchers #    9-13                $  4,459.90

                                    TOTAL                                               $11,728.98

                                    (Goodnough/Rury). All in favor.

 

MOTION:            To adjourn the meeting at 8:11 pm. (Buckhout/Goodnough).  All in favor.

The next regular meeting is scheduled for Wednesday April 12, 2006 at 7:30 pm.
