This regular meeting was called to order at 7:35 pm, with the following
present:

MOTION: To accept the minutes of the June 13, 2007 meeting as written. (Buckhout/Goodnough). All in favor.
GUESTS: Planning Board Chair Bruce Hatfield reported that the Planning Board met with NYS Environmental Planner Kristy LaManche, who reported there are funds available to help
with putting together a Comprehensive Plan for the Town of Scipio. She is coming to the next Planning Board meeting August 15th at 7 pm, and all interested, especially Town Board members,
are encouraged to come.
RESOLUTION: To approve the Planning Board working with Kristy LaManche to put together a
Comprehensive Plan and Zoning Law. (Howell/Buckhout). All in favor.
Kezia Parseghian presented estimates of the funds needed to maintain the Instant Aid Ambulance Service. There was a brief discussion meeting with the other 3 towns involved to consider feasibility.
COMMUNICATIONS:
a. Walk-through of Sherwood Cemetery Wed, Aug.8 at 6:30 pm with Mr. C.R. Jones,
expert in historic cemeteries. Arranged by the Preservation League of NYS.
b. Meeting with Justices and Dave Thurston
RESOLUTION: To reduce the number of justices from two to one, effective December 31, 2007.
Subject to a
permissive referendum. Said resolution shall take effect thirty
(30)
days after its adoption unless within that
time there shall be filed with the Town
Clerk a petition subscribed and acknowledged
by electors of the Town protesting
against such resolution in accordance with
the Town Law of New York State.
(Whitten/Buckhout). All in favor.
RESOLUTION: To
create the position of permanent Court Clerk, which would be appointed
annually by the Town Board subject to the approval of the Town Justice.
(Whitten/Buckhout). All in favor.
c. Cayuga County is looking into self-insurance for workers’ comp
d. Town has sent support letters for both Allen and Dumond farms re: Farmland Preservation
e. NYDOT meeting 7/23/07 re: proposed projects for Cayuga County
HIGHWAY SUPERINTENDENT: Ron Walter reported that paving and repairing roads continues.
OLD BUSINESS:
RESOLUTION: To adopt Local Law 1 of 2007 to bring the Town of Scipio
into compliance with the requirements of the National Flood Insurance Program
(Howell/Goodnough). All in favor.
MOTION: To approve the audit of the Books of the Town Clerk. (Howell/Whitten).
All in favor.
The Board discussed possible candidates for assessor, and will continue discussion at the next meeting.
NEW BUSINESS:
RESOLUTION: To Transfer the following funds:
$6000 from A1420.1 to A1420.4
$2000 from A1990.4 to A1620.45
$399.50 from A1990.4 to A6772.4
(Howell/Buckhout). All in favor.
MOTION: To accept the Supervisor’s reports for May 2007. (Goodnough/Rury).
All in favor.
MOTION: To accept and approve the following vouchers for payment:
General: Vouchers # 106-120 $ 3,267.16
Highway: Vouchers # 45-49 $ 41,086.22
TOTAL $ 44,353.38

MOTION: To adjourn the meeting at 9:26 pm. (Buckhout/Goodnough). All in favor.
The next regular meeting is scheduled for Wednesday August 8, 2007 at 7:30 pm. This will be preceded
by a walk-through of the Sherwood Cemetery conducted by Mr. C.R. Jones. Anyone interested is invited
to meet at 6:30 pm at the Sherwood Cemetery on Route 34B. The public is invited to both the walk-
through at the cemetery and the regular board meeting at the Town Office Building.
