This regular meeting was called to order at 7:08 pm by Deputy Supervisor Gary Goodnough with the following present:

MOTION: To accept the minutes of the July 8, 2009 regular meeting

GUESTS:
George Fearon reported that Springport has joined Scipio and other towns in partnering with Clarity Connect to apply for broadband stimulus grant. Letters of support have been received from Fire Department, Library, Town and School District. Sites for the Fingerlakes Museum are being considered. Plans are being considered to restore the grounds of the Isabel Howland house, especially preserving and protecting some of the trees, even if the buildings cannot be saved.
Court Clerk Deb Kellogg requested board approval to apply for a grant from the Justice Court
Assistance Program to remodel the storage room for a courtroom, as well as replace some damaged windows and provide a new front entry for both outside east doors. Copies of a proposed floor plan for the courtroom were distributed to the board. This would enable the bench to be moved out of the main conference room area, and still provide room for storage and a couple of desks. There was discussion regarding incorporating the Court Clerk’s office into the remodel, which would make the present court office available for the Supervisor. More details can be ironed out later. The final installment of the 2008 grant is expected soon, to be used for repairing the south wall of the building.
RESOLUTION: That Scipio Town Justice Court is authorized to submit application for 2009 Justice Court Assistance Program Grant, requesting up to the maximum amount available. (Rury/Whitten). All in favor.
REPORTS:
Town Clerk: Dodie Rowlands reported that the fall newsletter deadline is September 9th.
A rabies clinic is scheduled for October 24th, and the town email has been changed to scipiotown@gmail.com. After discussion, the board approved October 3rd as the date for Fall Clean Up Day.
Comprehensive Plan Committee: Mark Malys reported that a draft of the Comprehensive Plan should be ready at the end of the summer.
Supervisor: Deputy Gary Goodnough reported that the state has established our equalization rate at 89.13 %. Sales Tax payment was received in the amount of $89,783.50. The private dock at Firelane 26 is determined to be just barely outside of the town right of way. Greg Rury reported that the same situation (gradual encroachment) is happening at the lake front town right of way at Ensenore.

The draft job description for Transfer Station Attendant was reviewed, and some changes discussed.
MOTION: To approve the Transfer Station Attendant job description as revised. (Rury/Malys). All in favor.
Gary Whitten reported that cows are damaging the old Gould-Akin Cemetery on Indian Field Road. George volunteered to look into the extent of the town’s responsibility.
MOTION: To hire Gary Denman to point up the bricks on the south side of the building for an estimated $500-$600. (Whitten/Rury). All in favor.
Gary Goodnough reported that recyclable pick-up every two weeks is not frequent enough to handle the volume. He consulted with WeCare and got prices on different options. After discussion, it was agreed by the board to have the recyclables picked up once a week at a cost of $125 per pick-up.
